ビッグデータ利用の拡大は、個人情報の扱いに関連して新しい問題を市場に提起しているのをご存じだろう。法律で規定された明確な個人情報（住所、氏名、メールアドレスなど）以外に、条件や複数の情報との組み合わせで個人情報となり得る情報、いわゆるパーソナルデータの問題である。企業に悪用の意思がないとしても、自分の行動履歴や嗜好が名前や会員IDなどと共に管理されているという事実を重く見る意見も少なくない。もちろん、これを「一般個人の情報など無価値だから」と切り捨てることもできない。そもそも、無価値なら企業がコストをかけて集める必然もないはずであり、なんの契約も事前の申し合わせもない状態で行動履歴を記録され、それが自分へのレコメンドなどに使われるならまだしも、そのデータを勝手に他人に売って商売することに合理的な根拠はあるのか、という意見もある。企業側にしてみれば、その報酬はポイントや値段、もしくは無料のサービスで受けているという反論もあるだろう。ビッグデータは、クラウド時代のビジネスモデルの基幹のひとつを成すものであり、市場コンセンサスを得て活用を進めたいところだろう。連載記事▲ Close ▼ All display
以上のような背景から、個人の行動履歴や属性情報など、個人情報保護法でいう個人情報とはいいきれないグレーゾーンの情報や、プライバシーにかかわる情報の扱い方の法整備、ガイドライン作成は現在進められている。しかし、これにはおそらく時間がかかることが予想される。しかし、企業としては法律ができるまで待っているわけにはいかない。国際競争力をつける意味でも、ビッグデータの活用は喫緊の課題といえる。ここで、結果的に先走った形になったのがSuicaの問題だろう。また、その先例から学んでオプトアウト手順まで用意していたはずなのに、やはり異論や不安視する声が上がってしまったのがNTTドコモのケースだ。そして次に動いたのは、カルチュア・コンビニエンス・クラブ（CCC）だ。CCCは、9月27日に、「顧客情報管理委員会」を発足させ、会員規約を改定すると発表した。委員会は、個人情報やパーソナルデータに対する関心の高まりや、法整備の動きを受けて、それらを扱う事業者として活動やあり方を検討するために設置されたという。委員には外部の識者も含まれるそうだが、委員長は同社役員CPO（Chief Privacy Officer）となっている。【次ページ】今後ますます求められる情報開示と企業の姿勢To List
