　インターネットは全体を集中的に管理しない、分散管理が基本です。DNSも階層化と委任によって、それぞれの組織による分散管理を実現するための仕組みのひとつです。　しかし、インターネットに接続されたホストを識別するためのIPアドレス（番号）やドメイン名（名前）といった識別子については、利用者が混乱しないように、例外として、統一的・一元的に管理される必要があります。その役割を担い、インターネット上の番号や名前の割り当て・登録を担当する組織のことを「レジストリ」といいます。ここではレジストリとその関係者による、ドメイン名の登録管理の仕組みと世界的な管理体制について説明します。

　レジストリについて解説する前に、そもそもドメイン名はどのように構成されているのかを見ていきましょう。　ドメイン名は文字列を「.（ドット）」でつなげた形で構成されます。そして、それぞれの文字列を「ラベル」といいます。実は、ドメイン名の最後にもドットが付いているのですが、通常は省略されます。この、ドメイン名の最後に付けられた（省略された）ドットは階層構造の頂点となる「ルート」を表しており、ルートを起点として右側から順番に・TLD（Top Level Domain、トップレベルドメイン、ティーエルディー）・2LD（2nd Level Domain、セカンドレベルドメイン）・3LD（3rd Level Domain、サードレベルドメイン）と呼びます。「.jp（ドットジェーピー）」や「.com（ドットコム）」というドメイン名をよく聞きますが、これらは代表的なTLDです。

　IPアドレスとドメイン名はその特徴から、割り当て・登録管理の扱いが異なっています。　IPアドレスでは、限りある資源をインターネット全体で共有するため、利用効率や公平な割り当てなどの点において、世界的に整合性のとれた管理をする必要があります。IPアドレスのレジストリは、そのためのルール作りや、レジストリ間の調整の役割を担います。　一方、ドメイン名では、1つの名前空間をTLDごとに分割し、それぞれのTLDの特色に合った、利用者の多様なニーズに応えるサービスを運用できるという柔軟性を持ちます。　また、ドメイン名は、利用者にとって身近な組織名、サービス名、商品名といったものを連想させるため、登録や利用に関して生じたトラブルや紛争を解決するための仕組みも必要になります。　ここではドメイン名のレジストリの重要性に注目し、その役割について見ていくことにします。

The role of the registry

　ドメイン名を使えるようにするためには、レジストリに対して「このドメイン名を使いたい」という登録申請をします。申請を受け付けたレジストリは、その内容が登録要件を満たしているかを審査・確認し、レジストリが管理するデータベースに登録することで、申請者がそのドメイン名を使う権利を得ることになります。　登録したドメイン名には有効期限が設定され、そのライフサイクルに則って運用する必要があります。レジストリは、ドメイン名の新規登録のほか、登録者の申請に基づいて登録済みドメイン名の登録情報の更新、有効期限の更新、廃止などを行い、ドメイン名を管理します。　レジストリの主な役割は、以下の6つです。1）レジストリデータベースの運用管理　登録情報を蓄積し管理する登録原簿「レジストリデータベース」を運用します（図1）。登録情報とは、そのドメイン名を登録するために必要となる個人名や組織名、各種連絡先などの情報です。2）ポリシーに基づいた登録規則の策定　レジストリは、自分が登録管理するドメイン名のポリシーを定めます。そして、そのポリシーを実現するための登録規則・細則などを決め、利用者に周知します。3）登録申請の受け付け　レジストリは登録者から、ドメイン名の登録申請を受け付けます。申請されたドメイン名を規則に基づいて審査し、受け付けた情報をレジストリデータベースに登録します。4）Whoisサービスの提供　レジストリは、自身の管理するドメイン名の情報をWhoisサービスで提供します。5）ネームサーバーの運用　管理対象となるドメイン名をインターネット上で利用可能にするためのネームサーバーを管理・運用します。レジストリのネームサーバーでは、登録者が登録した委任の情報が管理されます。6）情報発信・教育啓発活動　インターネット全体の円滑な運用を目的として、多くのレジストリがインターネットにおけるポリシーやガバナンス、技術などの各分野における情報発信や教育活動などを行っています。【次ページ】レジストリとTLDの関係
